Plinth lights are probably called so because they can be used along the plinth in a building. This is usually done in commercial establishments because they tend to give a very nice effect when on, but are unobtrusive when off. They are also very useful to leave on when you shut down for the day because they give you enough light to see by while still being low powered enough to let anyone know that it is after office hours.

These lights are also usually made of low powered LEDs which mean that their power consumption is negligible.
